Abstract

The European Union was founded after World War II, and it is a model of regional integration to other political and economic blocs until today. After many years of debate regarding its institutional development, the Lisbon Treaty came into force in 2009, establishing the beginning of a new phase in European integration. The recognition of the EU's legal personality and the newly appointed High Representative of the Union for Foreign Affairs and Security Policy (HR) and European External Action Service (EEAS), created by the Lisbon Treaty, have altered the functioning of the Common Foreign and Security Policy (CFSP) of the EU. However, these changes were not enough to overcome the split between intergovernmentalism and supranationalism in the EU's decision process regarding foreign policy, making it difficult to maintain the EU's coherence as a single actor.
