Evaluation of patent filings in Brazil on the basis of public expenditure on science and technology

The purpose of this study is to analyse the relationship between the evolution of patent filings in Brazil and public expenditure on science and technology. The aim is to evaluate whether the Federal Government's investment in science and technology may be associated with the filing of patents in three areas: invention patents, utility models and certificates of addition. In order to reach the proposed objective, the methodology used was statistical analysis through correlation and linear regression between the secondary data on Federal Government investment in Science and Technology, available on the Transparency Portal, and the number of filings of invention patents, utility models and certificates of addition, available on the website of the National Institute of Industrial Property (INPI), in the period between 2000 and 2016. The results showed that there is a strong relationship between the investments in question and patent filings in Brazil, the correlation between the elements studied being above 90%. Two types of investment were considered: research and experimental development (R&D) and related scientific and technical activities (ACTC). In both cases the correlation showed results that evidence the strong relationship between State investment and the generation of innovations in Brazil.
